This guide is for marketing and admissions heads at international and bilingual K-12 schools (preschool through grade 12): how to measure lead generation by qualified leads (QL) instead of lead volume, three operational changes to make before raising the budget, and a worksheet that works backward from the seats you still need to fill.

It does not walk through campaign setup; Meta and Google document that themselves (checked October 27, 2026). Every number in the examples is hypothetical.

What enrollment marketing for international schools should measure

An international K-12 school needs parents with a child of the right age, who live close enough, can afford the fees and are choosing a school now. Lead count tells you nothing about how many of those you have. These three metrics do.

Qualified lead (QL): a lead with a working phone number, a child in an age group the school is admitting, and a real interest in the school this season. Admissions marks a lead as QL in the CRM after the first call.

Cost per qualified lead (CPQL) = ad spend / number of QLs. VND 300 million that produces 240 QLs means a CPQL of VND 1.25 million.

New enrollment (NE): a student who pays the enrollment fee and came from digital. NE arrives weeks or months after the lead, so while campaigns are live you steer by QL and CPQL.

Cost per lead (CPL) is for reference only. Only the CRM knows which leads became QLs, so lead generation reports have to come from the CRM, not from Ads Manager.

Example: cheaper leads, fewer students

Say (hypothetically) I have VND 400 million for the first two months of the 2027 admissions season. Option A uses a short form that asks only for a name and phone number. Option B uses a form with screening questions.

Metric (hypothetical)

A: short form

B: screening form

Leads

2,000

1,000

CPL

VND 200,000

VND 400,000

Lead-to-QL rate

14%

38%

QLs

280

380

CPQL

VND 1.43 million

VND 1.05 million

NE (10% of QLs)

28

38

Cost per NE

VND 14.3 million

VND 10.5 million

On CPL, option A is half the price. On enrollments, option B delivers 10 more students for the same money and only 1,000 numbers to call. School lead generation is won on QL rate and speed to contact, not on lead volume.

Three operational changes before you raise the budget

None of these costs extra media money, and they form a loop: the form filters for the right parents, a fast call confirms the QL, and the QL status goes back to the ad platforms so the algorithm finds more people like them.

1. Forms with screening questions

Meta lead ads use instant forms in three types: More volume (the default), Higher intent and Rich creative. Higher intent adds a note under the contact fields that the business may follow up, plus a review screen where people confirm their details. Meta recommends it when each lead needs follow-up or further qualification; it only delivers to Facebook Feed and Instagram Feed on mobile (Meta, About instant form types). A form can hold up to 15 custom questions (Meta, Create a lead ad with instant form). Three or four are enough.

The formula I use for an admissions inquiry form:

[Grade the child enters in 2027-2028] + [Expected start date] + [Program of interest] + [Home district]

Which grade will your child enter in the 2027-2028 school year? (Preschool, Grade 1, Grades 2 to 5, Grades 6 to 9, Grades 10 to 12)

When do you plan for your child to start? (This term, Start of the 2027-2028 year, Not decided)

Which program are you interested in? (International, Bilingual, Need advice)

Which district does your family live in?

The district question is for measurement only, never for rejecting leads.

What not to do on an admissions form:

Ask “Are you interested in a scholarship?”. It pulls scholarship hunters into the form.

Ask for a preferred fee level in a free-text box. Parents leave it blank or type “flexible”.

Make 8 to 10 questions mandatory. Long forms lose good parents too.

Combine two questions: “What grade is your child in and which program do you want?”.

A lead form on a landing page follows the same formula. Very short forms also invite lead fraud.

2. First contact within a few business hours

Parents often fill in forms for several schools on the same evening, and the school that calls first has the edge. Meta writes that cutting follow-up time can improve lead quality, that you should use an integrated CRM or Leads Center rather than downloading leads manually, and that you should run lead ads during hours when you can respond (Meta, Best practices to respond to leads).

In practice: leads flow straight into the CRM, get assigned to admissions counselors by grade level, receive a first call within a few business hours, and get three call attempts in three different time slots before anyone marks them “unreachable”.

3. Send QL status from the CRM to Meta and Google

Send “form submitted” and the algorithm looks for people who like filling in forms. Send “became a QL” and it looks for parents who resemble your QLs.

On Meta: choose the performance goal Maximize number of qualified leads at the ad set level and connect your CRM through the Conversions API for CRM. Since April 2026, new campaigns cannot select the qualified leads goal without a Conversions API integration, and existing campaigns are affected from August 2026. In a test Meta published (69 advertisers, late August to mid-September 2025), this goal with website forms produced a 9.5% lower cost per quality lead than Maximize number of leads; Meta states that performance is not guaranteed (Meta, About performance goals for lead ads).

Meta asks you to store the lead ID (a 15 or 16 digit number) in the CRM, send every lead stage including the raw lead stage, and send an event each time a lead’s status changes during the learning phase (Meta, Use a partner to connect your CRM for conversion leads). For a school, the stages could be: New lead, Contacted, QL, Visited campus, Completed entrance assessment, NE, Not qualified.

On Google: offline conversion import works from the GCLID; its upgrade, enhanced conversions for leads, uses hashed email addresses and phone numbers from the lead form to match CRM conversions back to ads (Google Ads Help, About enhanced conversions for leads). If you do not use offline conversion import yet, Google recommends starting directly with the upgrade (Google Ads Help, Set up offline conversions using GCLID). From June 15, 2026, these uploads move to the Data Manager API.

In Google Ads, make QL the primary conversion action so Smart Bidding optimizes for it, and keep “form submitted” as secondary. Sending parents’ phone numbers to ad platforms is personal data processing, so the form needs a privacy policy and consent wording that complies with Vietnam’s personal data protection law.

A multi-stage admissions funnel, one job per stage

Choosing an international school is a large purchase, and parents deliberate for weeks. One ad cannot do every job in the marketing funnel, so I split it into three stages.

Stage

Job

Content

Main metric

Know the school

Build an audience of parents who know and trust the school

A day at school, teachers, facilities

Reusable engagement audience

Explore

Find new parents, invite them to campus tours, open days and trial classes

Learning pathway, curriculum, events

QL, CPQL

Decide

Book the tour and entrance assessment

Application deadlines, offers, scholarships

QL-to-NE rate

Offers and scholarships belong in the Decide stage, served through retargeting to people who have already engaged. Put them at the top of the funnel and you collect scholarship hunters. Measure the first stage by engagement audiences, or with brand lift if the budget is large enough, not by impressions.

School advertising channels by role

Do not split the school’s ad budget by last year’s habits. Split it by what each channel can do.

Channel

Role

Limit

Google Search

Capture parents searching for schools, school names and fees

Capped: only as large as real search demand

Meta (Facebook, Instagram, Messenger)

Scale channel: reach parents who are not searching yet, across all three stages

The parent audience in your area is finite

YouTube

Test channel for the first stage

Hard to measure QLs directly

Search usually has the lowest CPQL, but more money does not create more searchers; extra QLs have to come through Meta at a higher CPQL. To keep the last channel from taking all the credit, you need multi-touch attribution, or at least a CRM table of QLs by first and last source.

Open geographic areas in waves: start with the districts near the school, and only add farther areas once the first wave hits its target CPQL (read through the district question on the form).

Each grade level has its own season: preschool differs from K-12

Preschool and K-12 admissions do not move together. At an international preschool, parents often start looking when the child reaches school age or the family moves. Primary and secondary parents tend to concentrate their decision before the new school year. Do not copy another school’s calendar into your admissions plan. Checking your own CRM takes about half a day:

Export the 2026-2027 leads and count QLs by lead creation month, split into preschool, primary, lower secondary and upper secondary.

Count NEs by the creation month of each student’s original lead, not by the month the fee was paid.

The months with many QLs and a high QL-to-NE rate are the months to concentrate budget for that grade level.

Content built on parents’ worries

Parents do not buy “an international environment”. They buy an answer to a specific worry.

Level

Parents worry about

Proof to show

Preschool

What a day looks like, safety, meals

Video of a real day in class, weekly menu, drop-off and pick-up procedure

Primary

Curriculum, whether bilingual study overloads the child

Sample timetable, student work, teachers talking about their classes

Lower and upper secondary

University pathway, whether years of fees are worth it

Exam results, universities students got into, alumni stories

Creative should center on students and teachers, with each ad answering one worry from the table. Meta picks ads for each person largely based on the creative itself, so the ads have to be genuinely different (see how Meta Andromeda works). Parent audiences are small, so creative fatigue arrives sooner than in other categories.

What not to do: lead with scholarships at every stage (“Up to 50% scholarships, apply now”); use stock photos; write “International environment, caring teachers”, a line that fits every school.

Test one variable per round

Meta recommends that advertisers new to A/B testing start with a single variable to see clearly how it affects performance (Meta, Selecting a variable for your A/B test). My three rules:

Change one variable per round: audience, form type or message.

Use 10% to 15% of the channel budget for testing.

Wait for roughly 30 QLs per arm before concluding. The winner is the arm with the lower CPQL, not the lower CPL.

The math (hypothetical): a CPQL of VND 1.25 million, two arms, 30 QLs each, comes to VND 75 million per round. With a monthly Meta budget of VND 600 million, that round takes 12.5%. To find out whether a channel creates extra students or just takes credit from another channel, use incrementality testing.

Why a bigger budget does not buy proportionally more QLs

“Short on QLs, so raise the budget?” Yes and no. Yes, if you are spending below what the parent audience can absorb. No, if the cheap channels are exhausted, because of diminishing returns:

Cheap channels run out first. Once Search runs out of searchers, extra money flows to Meta.

The parent audience is finite. More spend on the same audience raises frequency and CPM, and lowers form completion and QL rates.

Retargeting is cheap but small, and saturates within weeks if you pour money into it.

The last QLs cost the most. Average CPQL hides the price of the incremental spend.

Example (hypothetical): a school raises its monthly budget in two steps.

Monthly budget

QLs

Average CPQL

Extra QLs

CPQL of the extra spend

VND 300 million

240

VND 1.25 million

–

–

VND 375 million

275

VND 1.36 million

35

VND 2.14 million

VND 450 million

300

VND 1.50 million

25

VND 3.00 million

Budget up 50%, QLs up 25%. An average CPQL of VND 1.50 million still sounds fine, but the last 25 QLs cost VND 3 million each, 2.4 times the starting level.

Lead volume also has to match the seats left. Buying more QLs for a grade level that is nearly full is waste; move that money to grades with open seats. The biggest lever for lowering CPQL is operations (screening, speed to contact, QL signals sent to the platforms), not more media budget. Reading CAC and marginal efficiency is covered in growth marketing metrics.

Admissions planning worksheet from open seats

Work backward from open seats, not forward from last year’s budget. Do it separately for each grade level, since conversion rates differ.

Step

Formula

Example (hypothetical)

Your school

1. NE needed from digital

Open admission places x digital’s share

50 students

2. QLs needed

NE / QL-to-NE rate

50 / 10% = 500 QLs

3. Leads needed

QLs / lead-to-QL rate

500 / 35% = 1,429 leads

4. Media budget

QLs x target CPQL

500 x VND 1.3 million = VND 650 million

5. Call capacity

Leads / months running / counselors

1,429 / 7 / 3 = 68 leads per counselor per month

6. Cost per NE

Budget / NE

VND 650 million / 50 = VND 13 million

Take the rates in steps 2 and 3 from last season’s CRM. Step 5 is the one people skip: if admissions cannot call fast enough, every other optimization stops working.

Weekly admissions lead operations checklist:

Leads from Meta and Google land in the CRM automatically, with no manual downloads.

The first call happens within a few business hours of the form submission.

QL status is updated the same day and sent to Meta and Google.

The weekly report shows CPQL by channel, grade level and district, plus reasons leads were rejected (wrong age, too far, fees, wrong number).

Questions to ask your agency before raising the budget

Do you report CPQL or CPL? Do QLs come from the school’s CRM or from Ads Manager?

Is QL status being sent to Meta through the Conversions API for CRM and to Google through enhanced conversions for leads?

Has Search hit its ceiling? Where will the extra budget go, and at what expected marginal (not average) CPQL?

Does the planned QL number match the open seats per grade level and the admissions team’s call capacity?

Is the agency fee tied to CPQL, or only to a percentage of spend?

With a fee that is purely a percentage of spend, the agency gains when you spend more, even when the last QLs are very expensive. A fee tied to CPQL puts both sides on the same number.

If your school wants to review how it measures QLs, screens leads and sends CRM status back to the platforms before the 2027-2028 season, see how Adtek approaches lead generation or contact Adtek.

Sources

Meta Business Help Center (accessed October 27, 2026). About instant form types; Create a lead ad with instant form from Meta Business Suite; Best practices to respond to leads from your lead ads with instant form.

Meta Business Help Center (continued). About performance goals for lead ads (April 2026); Use a partner to connect your CRM for conversion leads; Selecting a variable for your A/B test.

Google Ads Help (accessed October 27, 2026). About enhanced conversions for leads (June 2026); Set up offline conversions using Google Click ID (GCLID).

Google Ads Keyword Planner, Vietnam and all locations, checked October 27, 2026.

International and bilingual K-12 schools in Vietnam should run 2027-2028 admissions on qualified leads and cost per qualified lead, not lead volume.
