ChatGPT Ads in Vietnam: which industries should test now and which should wait
ChatGPT Ads began rolling out in Vietnam on September 23, 2026, alongside Indonesia, Malaysia, the Philippines, Singapore, Thailand and Taiwan (OpenAI, September 2026). This is not a guide to opening an account, since OpenAI already publishes an official quickstart. What I do here is read OpenAI’s ad policies to sort out which industries should test ChatGPT Ads in Vietnam now, which should wait, and how to run a test on a small budget.
In September 2026, the query “chatgpt ads” had 4,400 Google searches in Vietnam, “chat gpt ads” had 2,400, “ads chatgpt” 720 and “quảng cáo trên chat gpt” (Vietnamese for “advertising on ChatGPT”) 590, more than 10 times the August figures (Google Keyword Planner, checked October 23, 2026). Plenty of people are looking. That does not mean every industry can run these ads.
ChatGPT Ads are paid placements shown below a ChatGPT answer, labeled as sponsored and kept separate from the answer itself. The system picks an ad based on the conversation’s context, the ad copy, the landing page and context hints written by the advertiser, not on exact-match keywords the way search ads work.
How ChatGPT Ads work
Who sees the ads
Ads appear only for users on the Free plan and on ChatGPT Go. ChatGPT Plus, Pro, Business, Enterprise and Edu accounts have no ads. Accounts identified as belonging to people under 18 do not see them, and neither does Temporary Chat (OpenAI Help Center, October 2026).
Users of free ChatGPT can also switch to an ad-free version in exchange for fewer messages and losing some tools, such as image generation. So the audience you reach is free and low-cost users who accept ads, not every ChatGPT user.
What an ad looks like
There is one ad unit at a time below the answer, with one or more images. An ad has a title, a description, an image and a landing page. Ads built from a product catalog (product feed) also show price, sale price, star rating and brand. OpenAI is also testing a multi-image format that appears while a user is generating an image.
How an ad gets picked
Beyond the conversation’s context and your context hints, the system looks at your targeting settings. If the user has ad personalization turned on, it can also use signals from past chats and memory. When several ads are eligible, ranking weighs both relevance and bids.
Advertisers cannot read conversations. They get aggregated reporting such as views and clicks. Ads also do not change ChatGPT’s answers. If you want your brand mentioned inside the answer, that is the job of AIO, and ad money does not buy it.
How to buy
Eligible businesses can self-serve through OpenAI Ads Manager (ads.openai.com). Larger advertisers can work with the OpenAI Ads Solutions team, the agency partners OpenAI names (dentsu, Havas Media, Omnicom Media, Publicis Groupe, WPP) or technology partners.
To self-serve, the legal entity that advertises and gets billed must be based in a supported country. Vietnam is on the ChatGPT Ads Manager availability list, and VND is a supported billing currency. New self-serve accounts may at first be limited to their home country, and open up to other countries only after identity verification and a required level of spend.
ChatGPT Ads cost and minimum budget
Each campaign picks one objective, and the objective sets how you pay:
| Objective | You pay per | Good for |
|---|---|---|
| Views | CPM (cost per mille), per 1,000 impressions | Product launches that need reach |
| Clicks | CPC (cost per click), per valid click | A first test of the channel, sending readers to your website |
| Conversions | oCPC (per click) or oCPM (per 1,000 impressions), optimized toward one conversion event | Advertisers that already have the Pixel or Conversions API (CAPI) and enough orders for the system to learn |
A quick CPC example: VND 1 million that buys 250 clicks is a CPC of VND 4,000. The Conversions objective does not charge per order. You still pay per click or per impression; the system just favors people more likely to buy.
The minimum daily budget is VND 120,000 for accounts billed in VND. A daily budget is an average over the week (Sunday through Saturday): one day can spend up to twice the amount, and the week cannot exceed seven times it. Set VND 300,000 a day and some days may spend VND 600,000, but the week tops out at VND 2.1 million.
At the end of August 2026, OpenAI said its ads business had reached a $1 billion annualized revenue run rate, with CPC and outcome-optimized bidding making up the majority of campaigns (OpenAI, August 2026). OpenAI also says there are no performance benchmarks yet across industries. You have no “normal” CPC to compare against, so you have to measure your own.
How advertising on ChatGPT differs from Google Ads and Meta
Google search ads show when someone types a keyword you bought. Meta ads show while people scroll their feed, with the algorithm choosing who sees them (see our article on Meta Andromeda). Ads on ChatGPT show while someone is asking questions and comparing options in a conversation. You do not buy keywords. You describe who your product helps and in what situation, and let the system do the matching. Google and Meta have years of data to compare against; ChatGPT does not yet.
Which industries should test ChatGPT Ads in Vietnam
The table below is based on OpenAI’s ad policies, version 1.6 from September 2026. In this early phase, OpenAI focuses on four groups: household and consumer goods, local services, travel and entertainment, and digital products and education. Financial services, health and legal services are open only in the US, with conditions. The last column is my own recommendation for the Vietnamese market.
| Industry | OpenAI policy (October 2026) | My recommendation |
|---|---|---|
| Hotels, homestays, tours, attraction tickets | Travel and entertainment, a priority group | Test |
| Courses, language centers, software, apps | Digital products and education, a priority group | Test |
| Household goods, electronics, furniture sold through your own website | Consumer goods, a priority group | Test, ideally with a product feed |
| Home repair, cleaning, moving, restaurants not focused on alcohol | Local services, a priority group | Test if customers ask a lot before choosing |
| Cosmetics, fashion | Allowed without treatment claims; lingerie and swimwear allowed in a standard retail context | Test with conditions |
| Games | Games without real-money wagering or cash prizes may be allowed | Test with conditions |
| Property portals, job sites | Ads for a specific home or a specific job listing are banned; linking to the platform is allowed if the ad does not reference a specific listing | Test with conditions |
| Banks, fintech, insurance, brokerages, lenders | Generally prohibited outside the US | Wait |
| Hospitals, clinics, dental, aesthetic procedures, dietary supplements | Generally prohibited outside the US | Wait |
| Lawyers, legal services | Currently prohibited outside the US | Wait |
| Alcohol, tobacco, vaping, gambling, dating, political ads, counterfeits | Not allowed | Do not run |
Industries that should test now
Travel, education and mid-priced household goods fit best because customers ask a lot of questions before buying. “Which air purifier works for a 20 m2 room?” or “Which online IELTS course suits people with a full-time job?” are the kinds of questions people type into ChatGPT. The ad shows up right while they are weighing options.
If you sell through your own website, you can install the Pixel to track orders and upload a product feed. OpenAI says ads built from product feeds have been among the strongest performers in the program so far. Keep the feed on automatic updates, because items expire after 2 weeks if they are not re-uploaded.
Industries that can test with conditions
Cosmetics can run as long as the ad makes no treatment promise. “SPF 50 sunscreen for oily skin” describes a product. “Serum that clears acne for good” is a treatment claim, which falls into the health category that is blocked outside the US.
Mobile game advertising usually optimizes for app installs, but the OpenAI documentation I read up to October 2026 lists only the three objectives above, with no app install objective or MMP integration that I could find. On iOS you also run into Apple’s ATT rules. Games with a web top-up or sign-up page are easier to test.
Sellers who only have a Shopee or TikTok Shop store should wait: you cannot install OpenAI’s Pixel on a marketplace store page. That money is better spent on retail media, where the marketplace records sales itself.
Industries that should wait
A business whose main line falls into a restricted category, such as healthcare, may be ineligible to advertise even if it only wants to promote a different product. A budgeting app that does not sell financial products is generally allowed; a lending app is not. I covered other channels for this sector in our article on bank marketing.
Keep an eye on the changelog at the bottom of the policy page. Version 1.3 in July 2026 was the update that clarified which markets financial and health ads can run in. If more categories open up for Vietnam, the change will be logged there.
A scorecard before you test
Question 1 is a hard gate: if the answer is no, stop. Every other “yes” scores 1 point.
| Question | Score |
|---|---|
| 1. Is your industry in a group OpenAI allows in Vietnam (table above)? | Required |
| 2. Do customers usually ask questions and compare several options before buying (orders of a few hundred thousand VND or more, many competitors)? | 1 |
| 3. Do you have a landing page on your own website that can run the Pixel or Conversions API? | 1 |
| 4. Do you have a Vietnamese legal entity to pay through Ads Manager, or an OpenAI agency partner? | 1 |
| 5. Do you have a separate test budget for at least 14 days, not taken from a channel that is already profitable? | 1 |
| 6. Are your titles, images and landing pages free of health claims, promised returns and alcohol? | 1 |
5 points: start testing. 3 to 4 points: fix what is missing first, usually the tracking in question 3. Under 3 points: wait, and keep the money in channels that already have data.
Example: testing ChatGPT Ads for a hotel in Da Lat
This is a hypothetical scenario, and every number is an assumption used to show the math. I run a 20-room hotel in Da Lat, a highland city popular with domestic tourists, and guests book through my website.
Step 1: Check the industry. A hotel is in the travel group, which is a priority. If my landing page has a “weekend wine party” section, I remove it from the page used for ads. OpenAI reviews landing pages too, and an approved ad cannot lead to disallowed content (OpenAI’s own example: a food delivery ad that links to alcohol delivery).
Step 2: Set up tracking. Install the Pixel on the booking page and pick the standard purchase event, because the Conversions objective does not accept custom events yet. Check that robots.txt does not block OAI-AdsBot or OAI-SearchBot. Add UTM tags to links so you can reconcile with Google Analytics.
Step 3: Create the campaign. With 20 rooms, orders are few, and the system struggles to learn if you optimize for conversions from day one. I pick Clicks for the first 14 days at VND 300,000 a day, VND 4.2 million in total. I target Vietnam and add cities if the system offers that option for Vietnam.
Step 4: Split ad groups by need. Three guest types ask three kinds of questions: (1) families with small children on a weekend trip, (2) couples on a honeymoon, (3) groups of friends going cloud hunting at dawn. Each group gets its own landing page: family rooms, rooms with a balcony, a sunrise package.
Step 5: Write context hints and ads. Three ads per group, each with a different angle: price, location, amenities. OpenAI recommends many clearly different variations so the system can find more situations where the ad fits. The formulas are below.
Step 6: Read the results after 14 days. Assume a CPC of VND 5,000: 4,200,000 / 5,000 = 840 clicks. At a 1% conversion rate, that is about 8 bookings. Cost per booking = 4,200,000 / 8 = VND 525,000.
Assume each booking is 2 nights at VND 1.2 million a night, so VND 2.4 million. If I pay an online travel agency (OTA) an 18% commission, each OTA booking costs me VND 432,000. ChatGPT Ads are VND 93,000 more expensive per booking.
Break-even CPC = acceptable cost per booking × conversion rate = 432,000 × 1% = VND 4,320. If CPC drops below VND 4,320, or the conversion rate climbs to 1.3% (432,000 × 1.3% = VND 5,616, above 5,000), the channel turns a profit. I shift budget to the group with the best CTR and booking rate, and fix the landing page of the weakest group. Only once there are enough bookings do I try the Conversions objective.
Context hint formula
Context hints are not exact-match keywords, and they do not guarantee your ad shows in any particular conversation. They help the system understand when your ad is useful. OpenAI’s example: “cushioned everyday running shoes for beginners training for their first 5K” is more useful than “running shoes”.
The formula: [What you sell] + [for whom] + [in what situation].
- Group (1): “hotel with 4-person family rooms near Da Lat market for families with small children on a weekend break”.
- Group (2): “rooms with a balcony overlooking pine hills for couples on a honeymoon in Da Lat”.
- Group (3): “hotel near the cloud hunting spots with a 4 a.m. shuttle for groups of friends”.
Title and description formula
Title: [Product] + [a specific difference]. The description adds what the title does not say: price, conditions, who it suits.
- “4-person family room near Da Lat market” + “Extra bed and a high chair for kids, a 5-minute walk to the night market, from VND 1.2 million a night.”
- “Balcony room overlooking the pine hills” + “Made for couples, breakfast in your room, early check-in from 11 a.m.”
Group (1) sees a place that works for small kids right away, and group (2) sees privacy: each title answers the question that group is asking.
What not to do
- One-word context hints: “hotel”, “Da Lat”. Too broad, so the system cannot tell who you suit.
- Unsupported comparisons: “The best hotel in Da Lat”. The policy bans exaggerated claims.
- Health claims: “Serum that clears acne in 7 days”, “Safe slimming tea”.
- Mentioning alcohol: “Book now and get a free bottle of wine”, even when the wine is only a gift.
- Imitating the ChatGPT interface: “ChatGPT recommends for you: …”.
- Three ads that say the same thing with a few words swapped.
- Sending clicks to the homepage. OpenAI recommends product pages or pages that match the need.
Measuring ChatGPT Ads
You track conversions with the JavaScript Pixel, the Conversions API or both. Each Conversions campaign optimizes toward one standard event, and you cannot change it after the campaign is created. Impressions, clicks and CTR refresh about every 15 minutes, while spend can lag by 7 to 8 hours. Seeing zero spend next to clicks does not mean you have not been charged, so do not pause a campaign on day one.
A custom audience needs at least 25,000 matched users before you can use it for inclusion targeting. A customer list is first-party data containing personal information, and uploading it to a foreign platform has to comply with Vietnam’s Personal Data Protection Law. OpenAI’s policy also requires advertisers to follow the laws where they operate and where they target ads.
With oCPM, OpenAI counts conversions after an ad view, not only after a click, so Ads Manager usually reports more conversions than Google Analytics records through UTM tags. When you report, state the attribution window you used and compare channels on the same yardstick.
ChatGPT advertising has been open in Vietnam for only about a month. The job right now is to collect real data on a small budget, not to move money away from Google or Meta. In parallel, keep working on AEO and GEO so your brand gets mentioned inside the answers of ChatGPT and other AI search tools.
